Job Summary

lead the critical final phase of our water infrastructure projects. This senior role requires a Principal Engineer-level professional who will develop, execute, and certify the commissioning of complex water systems including pipelines, pumping stations, treatment plants, and SCADA networks. You will be the technical authority ensuring all systems are fully operational, compliant with KSA standards, and ready for handover to operations.

Your Job

• Commissioning Strategy & Planning: Develop comprehensive commissioning plans, procedures, and schedules for major water infrastructure projects. Act as the Principal Engineer for all commissioning activities, providing final technical approval for test protocols and acceptance criteria.
  
• System Testing & Validation: Lead the execution of pre-commissioning, commissioning, and performance testing of mechanical, electrical, instrumentation, and SCADA systems. This includes pipeline pressure testing, pump performance verification, chemical dosing calibration, and system integration tests.
  
• Technical Compliance Assurance: Ensure all commissioning activities and final system performance strictly comply with KSA Water Technical Standards, Saudi Building Codes, environmental regulations, and project specifications. Issue compliance certificates and final acceptance documentation.
  
• Defect Management: Identify, document, and manage the resolution of defects and non-conformances discovered during commissioning. Lead troubleshooting efforts and coordinate with construction and vendor teams to implement corrective actions.
  
• Safety Leadership: Champion and enforce a zero-incident safety culture during all commissioning activities. Develop and implement Lockout-Tagout (LOTO) procedures, hazardous energy control plans, and system isolation protocols.
  
• Stakeholder Coordination & Training: Coordinate with Project Management, Construction, Operations, and Maintenance teams throughout the commissioning process. Lead the training of operations personnel on new systems and develop operational manuals.
  
• Documentation & Handover: Compile and deliver the complete commissioning dossier, including test reports, calibration records, as-built drawings, warranties, and operational manuals. Lead the formal handover process to the Operations department.
  
• Performance Optimization: Conduct initial performance monitoring and fine-tuning of systems to ensure they operate at design efficiency. Implement best practices for energy optimization and sustainable operation.
  

Your Profile

• 15 years of total project engineering/management experience with a Bachelors degree.
• Minimum 5 years must be in managing/supervising water engineering projects (pipelines, networks, utilities).
• Experience with SCADA/PLC system integration and commissioning.
• Demonstrated experience working on water projects preferably in KSA or GCC countries, bringing international best practices to the role.
• Experience with KSA Water technical standards is highly preferred
• Professional proficiency in Arabic and English (both written and spoken) is a must
